IMHO there are bigger issues to consider before you drop down into the weeds like limited POV.I wonder if the author was a pantser who thinks they know how to write if only they understood the 'craft' stuff.
Most writing books specialize in one or two crafts. The Eight Crafts of Writing is the first book about writing that gives a complete and structured overview of storytelling - the map.
