ABANDONED. 2/2 horse book I read as a kid

Second book was about a family or village that lived in the mountains. I believe it's extremely snowy.

The girl continuously asks for a pony and is eventually given a small, shaggy, little pony that she rides around on. I believe the family lives on a farm. I remember a few pages where she has to travel to school or a bus stop in the snow. I think maybe the family also owned sheep?

I also remember the village has a mountain with a horse mural on that's covered in thorns that the girl always walks across. But this may be another book I'm mixing up. Eventually the village comes together to clear up the thorns.
