I think they end up going back to the home/ being reunited with their mother. It's two girls, one's very young. The mother looked after the youngest child. I think it was some sort of authority that invaded. I think there were two divisions in the book and something happened so some of the neighbours had also been 'taken away' and killed. I can't remember if it's a fictional location, but if I had to, I'd say it takes place probably somewhere in Asia/near there.
I also think they may have visited a few... refugee/survivors camps and stayed there for a bit, before being force out.
It's really bugging me that I know most of the plot and yet can't remember the title...

i think so. she had a younger sibling who may have been around 10ish and another who was very young, around 3?
