Paul (mrwhitekf) Book is quite old, non-fiction I think. May have the word 'net' in the title.

It details how a man found hackers who used mirc to attack poker sites and then blackmail them, and how he worked to fight against it

I would love to find this book to read it again

Quite old - can you be more specific? What decade?
Cover?
Author's gender?

Is this a book for general readers, or requires technical expertise?

IRC might stand for Inter Relay Chat, mirc a specific client.
And Google says my guess was right
