Tina knew that her father was mostly likely behind Paul's murder. She should have come clean with the police. When her past came to light, I thought there was a good chance that someone in her father's organization was the killer.
Tina’s behavior was curious from the start and she just made me not trust her. I just knew there was more she was hiding. It’s one thing for them to come after her but why kill Paul?
Yeah, this required a great deal of suspension of disbelief. First of all, Tina marrying a criminal and then a cop did not mesh with her careful, in hiding from the mob character. Moreover, her not being in witness protection did not make sense at all! I am not surprised that she didn't reveal her past to the sheriff though. She knew her father had been released from prison.
She refused witness protection because she knew there were cops on her father’s payroll so I completely understood her not going that route.
Since the sheriff was making it clear that Evan was his main suspect, I thought that should be the incentive to implicate her father. When she didn’t, I found that curious.

I didn't know what to think about that when I was reading. The sheriff was not terribly helpful, though.

WITSEC is a federal program run by the US Marshall's service. It is completely separate from local law enforcement and in the entire history of the service, they have never lost a witness under their protection.
