Nope, you have to read all of it. :)It's entirely up to you. Short stories count as books on GR if they were published separately. I believe Howard only wrote one novel, The Hour of the Dragon. Of course, you'd have to find those corresponding entries and rate them, for them to count the way you want.
I always feel a little guilty when I include something very short (a few years ago I read a story by Manly Wade Wellman that was under 20 pages but published as a hardcover) but then I remind myself not to take it too seriously. The point is, simply, to read.
You could always read bits of the complete works in between other things. Then, ten years from now, when you have finished, if GR still exists, your average page count for that year will skyrocket.
This really isn't a librarian issue. However, as the owner of more than a dozen complete works, I'll just say I bought them so that I would have all of the individual titles. When I read one, I review and rate it on another edition.

I have a goal of 150 books this, already hit 16. That part is all well and good and I am generally into horror/fantasy/sci-fi but am mixing it all up with monthly themes like history, classics, etc.
My problem comes up with the following:
Out of my 3k+ books on my kindle I have quite a few that are the complete works of authors, like Robert E. Howard. In the spirit of the challenge would it be considered 'cheating' if I read a book within a book and counted it, or read short stories, etc?
I guess I am asking, what constitutes a book when doing a reading challenge in your opinion? A minor thing to be sure but dang it, it is bothering me :)
