It does not look like PDFs are permitted as books in this case. This is from the list of acceptable items:
recorded lectures (such as The Great Courses) with associated ISBNs or ASINs in the following formats:
Audible
Audio CD
Audio book
Any related transcripts/coursebooks in hardcover or paperback format with their own ISBNs can also be listed in the database.

There may have been users who voted for this among themselves at some point, but a change in the policy is most likely not on the current roadmap for Goodreads from what I have read in the Help forum.
You'll need to contact Goodreads directly to register opinions, as the members of this group are not employees and have no influence on policy.
The reasons I am reluctant to log them as the audiobook are:
- I am not listening to them as an audiobook
- I don't want to muck up my stats by logging that I've read a eg. 13 page book (13 hours)
As a side note, I find the policy of 1 hour of audiobook = 1 page very frustrating. Is there any move to change this? I have heard this was voted for but it clearly makes little sense. In my experience, an hour of audio is about 30 pages.
