SOLVED. Historical Romance with jealous hero possibly arranged marriage

I read this book in the 1990’s, possibly early 2000’s. This is a historical romance novel that takes place in England. I believe that it is an arranged marriage novel but I am not positive about that. I do remember that the heroine was described as not being beautiful but being popular in society and a very stylish dresser. The hero was very jealous and distrustful about the heroines popularity. I remember a specific scene where the heroine flirted with the hero across a ballroom with a fan that he had bought for her. Near the end of the novel the hero finally breaks the heroines trust and she contacts a former suitor\friend to take her home to her family. I believe by this point the heroine was pregnant by the hero. I apologize for not having anymore specific details. I appreciate any guidance someone can offer as I am going nuts trying to remember the title of this book.
