Besides the library.

Tilly Wallace (tillywallace) | 86 comments BookBub. I get their daily email with deals in the categories I selected. It’s where I discover new-to-me authors and free books to download.

I would suggest you to visit the site of Free-Ebooks.net, which specializes in publishing the works of independent authors at no/little cost, then offers their work for free (for regular members, allowing them to download up to five ebooks per month in PDF or Text format). For those who prefer ebooks in Epub or Kindle format, you can pay to become a V.I.P. member and get access to all the formats and ebooks offered by the site, with no monthly limit on the amount of ebooks you can download. I deal a lot with it and it is a dependable, honest company that provides some precious help to beginning authors to publish their ebooks and help them become known. Those authors don't get paid for that readership but just the public exposure their ebooks get through the site is priceless.

Victoria Liiv (victorialiiv) | 44 comments I sometimes find free promotions on Amazon. Currently, though, I am reading a lot of books to review them and get review copies from NetGalley or from the authors directly.
Mostly, I do try to support the authors and actually buy the book :) Especially if it is something I know I will enjoy.

Jim Vuksic | 1227 comments I must confess to having never read a free book, other than those borrowed from the local public library or gifts from family members. I read only traditional print books (hardcover & paperback), no e-books.

V.M. Sang (aspholessaria) | 230 comments I would like to warn people that there are websites that pirate books and either give them away or charge very little. I don't know the names of any, off hand, though. I'm sorry.
Many authors and publishers offer books free on Amazon and other on-line distributors for limited times. You can look at 'free best sellers' on Amazon.
