No, she's just kind of there. Are we just going to start with them meeting? Because I think that they could totally just like run into each other and get into an argument about some small thing and then that just keeps happening and they develop into friends and then start dating secretly.

Yes! A bit like Maxon and America! And then there could be a rebel attack and he just happens to be on duty at the time and saves her but they have an argument and they keep on having arguments but like one day he could save her life...?

Perfect! How about there's a rebel attack when she is walking the halls so your guard pulls her into a safe room but there the only ones in there so they start talking and get into an argument (cause she's like just a little stuck up) but they keep meeting and he teases her but they just have a day when they sort of start actually talking and she realizes he's not they bad and they become really good friends but they can't tell anybody cause she's like the princess and all but then they fall in love.

Nope! The king and queen haven't been made so unless whoever claimed them has any plans for them, you're free to do whatever. You may want to read the histories of the other royal family members just to check, though.
