I noticed a number of separate editions of the textbook Prentice Hall Algebra 1, some of them separated by state and for whether it's a teacher or student edition. I can't confirm how different the content is between one edition and the next. I would assume the student and teacher edition should be different books, but should the different state editions be separate as well?

No.
And in most cases, the teacher and student editions are not all that different either and can also be combined. (One exception: In some cases the teacher book is only supplemental, and does not include the content in the student edition. Usually such editions are much shorter.)
