SOLVED. Romance fantasy or YA fantasy pre 2000 with girl who makes a gown with magic

This is NOT a retelling of Cinderella in any way.

The main character's name MAY be Cassandra. There is a man in the book who's name may be Forrest. There is a love triangle-ish. She doesnt end up with Forest.

At some point in the book she uses magic to make herself a dress. I think it was green. She kisses Forest during the event. I believe it was a masquerade of some kind.

I read it sometime between 1996 and 2000.

I wish i could remember more.
