I am trying to remember the name of a book: 2 brothers are trained by a Lord( I think) to be a spy. He has a daughter that becomes pregnant by the older brother- whom is thought dead. She later lives in a house with 2 other Duchesses ( and I think some annoying dogs). Older brother returns and thinks child is his brothers.

I think this book was set around WWI. The father - who trained the spies was something royal. The two brothers went off to fight the war and daughter became pregnant. older brother did not know she was pregnant and they chance meet again i think around 4 or 5 years later ( maybe more). The older brother originally thinks it is the younger brothers child. The 3 women are put in a house to live together in London ( I think).
The daughter was also trained as a thief. At the end of the book she breaks into someplace with older brother.
She marries older brother and becomes a duchess.
