protocol for adding fan fiction ebook

Hi,
I can't find the section in the library manual about the protocol for adding an ebook fan fiction. How are people doing this without being in breach of copyright?

The actual books aren't being added, only a record of their existence.

Note that if the author requests it GR will remove the work record.

so they are added in the normal way of adding a book, but with a link to an author website or something?

I am puzzled - this link below shows that you can download the book, and i did so for one of his other ones. How do you do this?

The option to add downloads has not been available on Goodreads for several years, and was only open to the book's author for quite some time before that.
