Or would the quote have to be deleted then re-posted with the new tags added?

Just post a link to the quote and say what the tags should be.

Users haven't been able to edit quotes or add tags for years. Tags can be added when the quote is added to the database or any member can request tags to be added/removed in this group.

Allowing everyone (and their dog/minion/publisher/sock puppet/family) to change tags would be a really bad idea but personal ones would probably be OK.
