That seemed to be the first one that pops up, of course, in every search making the one story I remember well almost useless for searching. :)
 I thought that was too easy! The only book I can think of is The Demolished Man, which I haven't read but is something to do with telepathy. No dogs as far as I know, and not a collection of short stories.

I wasn't crazy about the dog thing! I was starting to think it had to be A Boy and His Dog and I was going crazy mixing the two up, but indeed, the wikipedia article for this describes it clearly. The dog was named Bobby, not Billy, though. I was so close!

This book was read in the late 80s or early 90s and I found a copy again in the early 2000s. The book is definitely called "The * Man" (* I can not remember this word!) and was a collection of shorts, I think, by a somewhat lesser known author at the time.
This was not written for YA though it certainly was fine for that age category. This might be really crazy but I remember the cover of the edition that I had was a lot of black and yellow and maybe some brown.
It is possible that the name of the telepathic/psychic dog was Billy.
