I think a little of both, but I know he really wanted her to get her mind off the FBI rejection. I also think Sean felt it was a way for Lucy to prove to herself that she is good at what she does.
I agree it was both. If she hadn’t received that letter from the FBI Sean still would have asked her for help. This was Lucy’s wheelhouse. Even in her depressed state, she rooted out the Party Girl stuff in no time.
I also agree it was both. Sean knew that Lucy would be an asset to him. And he also wanted to help distract her.
