So people go crazy and attack each other, kinda like Cell, but the crazies won’t attack each other, and the gov’t goes to greater and greater lengths to try and stop the spread of whatever is happening.

There's also Hater, which is along similar lines. In 'Hater' people just seem to switch from normal to crazy instantaneously. It affects people of all ages apparently randomly, although it's explained a little bit in the sequels.

I've read Blood Crazy too and enjoyed it. In that one all of the adults seem to go crazy overnight, so I don't think the government is in any state to do anything and the story is mainly about a group of kids/teenagers.
