ABANDONED. Picture book with an introspective dog narrator from nearly 20 years ago

I have a photo of little me reading this book (probably 2001-2003) and all I can make out is a pointy-eared, light brown dog looking into a puddle. The page reads "I feel the rain fall. I see me" Unfortunately thats all I know, and my family don't recognise it at all. I grew up in QLD, Australia, and I'm sure at least that it wasn't very old when I got my hands on it, and I was born in 1997. It's a rather minimalistic art style, and I don't think it was a part of a long-going series either. Any help would be greatly appreciated; there's no shortage of doggo picture books out there.

Is it possible you can post the picture? It might help us figure it out. Maybe someone might recognize the artwork or something.

Jessie, can you describe the minimalistic illustrations - e.g., realistic or cartoon-like, painted watercolors or bold graphics, bright or dark colors, black & white? Do they remind you of a similar illustrator or picture book author?

Cartoon-like, more block colours, from what I can see some pages seem bright, but the one it's open on is a mottled pale green background. The lines are clean and not sketchy, and I can't find any similar illustrators, frustratingly.
