SOLVED. Historical Romance. Highwayman in London who helps Maiden in trouble. [s]

I am in the process of trying to create a list of every book I have ever read and doing a good job of it. However, I have come across 3 books in my memory that I am having a hard time remembering and this is one of them.

I probably read this book between 1995-2003. The book: I know it takes place in England. It is about a Highwayman that helps a maiden in trouble (she has siblings). In the book he hears soldiers knocking on his door and he answers it with a onion or something strapped to his head and says something along the lines of it helps with a toothache. Him and the maiden eventually fall in love and have to leave the country because the soldiers are aware that he is a highwayman.
