The story was about a group of highly educated members of society who controlled the outcome of world events by games of chance. Racing frogs, rolling dice, etc. The leaders of the world would conference in with their conflicts and wait for the group to decide the fate based upon the outcome of their games. They were hidden away in a remote location and found by a detective who was on their trail.

I want to say I read it about 15-20 years ago. It also might have been a short story in a collection of sci-fi stories.
