SOLVED. Mystery (?) - Betting ring in Congress but it turns out it's fake. [s]

I read a book 2 years ago. if I remember correctly the hardcover version of the book was blue and the text was yellow. The book was about this betting ring in Congress I think it was about what bills would and wouldn't pass. And "apparently" the whole thing was this big secret thing that everyone knew about but no body spilled. through the book you they find out that the ring doesn't exist and they're trying to...it gets fuzzy here...steal money from the main character? the character finds out after following the people who took their check(I think). it gets really fuzzy from there but I remember at some point the blind character chases him/her(?) through the building trying to kill them and they end up in the boiler room. the character is still trying to kill him and the main character is trying to get away. the blind guy is talking about how he can hear him moving and see the the shadows. if anyone could help me figure out what this book is I would really appreciate it!!.
