is misattributed. No source of Franklin's can be found with this quote.

The closest actual quote I can find is a translation from the greek by F.A. Paley (https://www.goodreads.com/author/show...) in Greek Wit (1881, p. 37), translated from Joannes Stobaeus's Anthology and, in there, attributed to Solon. The translation is "wrong-doing can be avoided in a State if those who are not wronged feel the same indignations at it as those who are."
