Hum, it sounds like someone decided to marry the pharaoh, Akhenaten to Moses. Although the time frame wasn't the same, it's still an interesting idea. I'm sure that there are lots of authors out there banging themselves on the head and going, "Why didn't I think of this?"

Read this book sometime between 1999 and 2004. Probably had a pharaoh's crook and flail on sand as cover.
POV was a servant girl in the palace, pharaoh was thought to be crazy, wanted all egyptians to worship only one sun god, as opposed to worshipping the entire pantheon of egyptian gods. He (Pharaoh) had a wife and numerous daughters, who he also married (his daughters), hoping to have a son. He finally left the palace. He was later revealed to actually be Moses, who was confused about Jehovah's messages.
Most of the plagues and the snake-swallowing snake and the burning bush were explained with physics or biology or as just illusions, but the parting of the Red Sea was just simply left as a miracle.
I think the servant girl finally married Joshua.
I think the author was female.
