SOLVED: Short Story- Satirical about Equality/s

I remember a short story I read, no idea about the cover, author or if it was in an anthology, though I imagine it was. I probably read it within the last 10 years, but it may have been longer.

Set sometime in the near future, they have tried to make everyone equal. No one is to be any better at anything than anyone else. Intelligent people are implanted with something that somehow distracts them, maybe buzzes? so that they aren't able to think any better than anyone else. I think that the main character was intelligent, and almost had a thought about how to end this crazyness, but it drifted away.

I remember that they were watching television, I think a clumsy ballerina. There was a special news announcement, but the news announcer stuttered so badly that he could not get the report read and the ballerina had to take it from him and read the announcement.
