ABANDONED. Children's Picture Book about Dragons Trying to Solve a Problem

This was a children's picture book for young toddlers, about a group of dragons trying to solve a problem they had or go on some kind of adventure (The details escape me). One of the dragons' name began with an 'H,' and he was a more comic relief character. The beginning of the book started with an introduction of all the dragons, and the H dragon's quote was 'This is BORING, let's start the story.' Read in approx 1992 in USA, and I don't believe the book was much older than this.
