Started reading on amazon and now cannot find it. At the very beginning there is a woman recovering after a battle. She wakes up to find her dragon and everyone else on her side is dead.

Then flash forward in time and magic is illegal. In one town, there's a young man who has magic who escapes the place under the cover of a storm his aunt magically started.

Next chapter: A different young man (kind of head of a group of thieves) stabs someone using magic and seeks shelter with a female friend who has healing magic. She sneaks him out of the town dressing him up as a girl. They successfully leave the town and start walking...
