ABANDONED. A boy whose family makes him kill people with his magic powers than wipes his memories

Ok so its magic right, but whenever someone uses their ability it has repercussions. There is a boy who believes he can't do magic but in reality, he is really powerful. His family is kinda evil and they use him to kill people and then they wipe his memory. His power is that he can turn living things into inanimate objects but he can't move afterward. The brother can wipe memories but at the cost of his own. The Powerful younger brother figures out what his brother has been doing and he sews magic gems under his skin that prevent people from using magic against him. There is also this girl but I think that she was turned into a cat and then back again. she wears gloves to hide her powers or something.
