My friend. We were in the same grade when he read this book, but I didn't read it.
The code sounds like Chicken Scratch/Pigpen Cipher if that helps you find it. Unfortunately it's a pretty common cipher. https://i.pinimg.com/originals/83/06/...

Some more details he included was that the story took place in a rural area, some kids went to the library a lot, and an older guy chased them at a diner when the kids found out something.

"[the book is] about a boy who lived in a farmhouse and finds a secret box or something. He takes it to the library and meets a girl who helps him solve the mystery ... There was also a secret code ... If you took two tic tac toe boards and two X X shapes and lined them in a row like this # # X X and in the second # and X you put dots in all the spaces, each space would equal a letter ... the letter L would be L* ... I also remember that there were LOTS of short chapters and the book was pretty narrow, but taller. I think the chapters got into the 100s. AND the cover was like a purple and orange gradient. ... at one point the characters were talking about corsets and whale bones? Please help me find this book"
