ABANDONED. What is this book called

This is a fictional book where the character is a kid who doesnt have magic compared to all everybody elsel who does and people without magic are sent away to farms, anyway i remember a plot point where the kid decides to join s magical sport team and they win until they figure out that he doesnt have powers and he is sent out of the city but he realises that he likes it there. After that i only remember small pieces but there is s evil leader who wants power and there is a power source in the locked basement of where the kid got sent. Sorry, i know this is confusing but pls help.
