SOLVED. Fiction (sci-fi/fantasy?) novel about spayed cats who hang out together. [s]

I read this book back in 1997-99 timeframe. It was in the mass market paperback sci-fi/fantasy rack section in our library.

I think the cover had a cat on it surrounded by dark green foliage.

The basic plot had something to do with a group of spayed cats from a neighborhood who hung out together. They would get one who had been spayed later to do an "in-heat" call to get male cats to come "service" them. And somewhere in the book a mountain lion showed up.
