Everyone use EXTREME CAUTION concerning this one. I have been googling and found there is a "PageTurner" award but the article dates from 2005. The name associated with it is author James Patterson via the Hatchette Book Group, a legit commercial publisher.
"James Patterson PageTurner Awards (the full name), annual cash prizes totaling $75,000, intended to single out and support the people, companies, schools, and other institutions that find original and effective ways to promote the excitement of books."
Nothing on that page indicates publication or movie deals or that one had to pay an entry fee to get in.
The fact that Patterson's name is NOT used in the above announcement here should set off your alarm bells. Someone has gone to a lot of trouble to set up a website.
Why is that?
So they can sell their "packages."
It comes down to getting money out of writers. There is a fee to enter the contest where you are offered a "basic package" and "optional extras" then make a payment.
We all want publication and a movie deal, but the real world doesn't work that way. Production companies are flooded with writers wanting deals, but tend to look at agent-represented properties from the New York Times bestseller lists, not 10 pages from a pay-to-enter contest whose name is a ripoff of a legit contest from years past.
The "sponsor" for this contest is ProWritingAid, which has stuff to sell to writers, surprise, surprise.
Take note, there is no such thing as an "LA Film Scout," caps or no caps. A film scout's job is to find locations to shoot films, not read 10 pages of a story to turn into a film.
The more I dig, the more questionable crap turns up about this.
Be safe. DO NOT spend money on this. If they want your money they are not your friend.
Remember Yog's Law: Money flows toward the writer. The only place a writer signs a check is on the back to endorse it.
