The book starts out with a young woman/teenager in a market place of sorts, and she accidentally summons lightning and a young girl ends up dying. To commemorate the dead child, the main character carves a bird into her arm, and fills the wound with some sort of Ash or soot. I think she is taught to harness her powers, but I don't remember
