ABANDONED. Utopian society that was protected by a computer controlled dome

I read a science fiction book during high school in Canada (about 20 yrs ago) and it's driving me crazy that I can't remember the name. I remember that the lead character was a teenager. He lived in supposedly the perfect society. The weather was always perfect and it only rained at night. The city in reality was covered by a dome controlled by computers. At one point in the story there is a power outage and the computers decide it is more important to maintain electricity to power the dome than to the hospital so many elderly and si k people end up dying. The computer decided maintaining the perfection of the city was more important the the lives of those in the hospital.

Soon the computer is hypnotising the adults through cable TV soap opera to accepts its edicts which become increasingly repressive - old people in hospital have their life support turned off, for example - and the city becomes an enclave cut off from the outside world.
