ABANDONED. Fantasy Fiction Book - It is considered black magic when your hands are used

I thought the title could have the word "eyes" or "dragon". A boys mother hides her son because he cannot do magic. He has to walk, and use his hands to move things. When people move things with their hands it is considered black or dark magic. I do not believe physical touch is allowed. Cannot remember much more than this.
