Personally, I believe the modern world has too much technology and it cause things like magic to seem mundane. Anything short of a “super hero” doesn’t have the same feel in a entrancing fantasy novel.

Can you share some examples of high-tech high-magic novels? I can't think of any off of the top of my head. (I would not regard Mistborn Era 2 as "high-tech" -- after all, electricity is a novelty!)
It really depends on what you're doing. Magic systems and the core parts of fantasy can work just as well in modern settings, but some of the other elements intrinsic to the genre(other races, castles, dragons, magical creatures, etc.) are pretty hard to pull off- Fablehaven and Harry Potter are pretty good examples of that. As for Sci-fi, that genre is foundational "futuristic", but can be modern if you have other alien races or time travelers bringing tech to 2020/our world.
Yeah, they get discounted for the lower reading level, but the execution is great. And of course @Mockingjay Rebel (I saw before the edit there), and feel free to DM me if its still important
