SOLVED. Can't remember the book's name! [s]

I read this book between 2004-2009 I have asked many forums and used many websites to locate this book! All I can remember is it is set in a small rural town and a young girl is raped, she grows up and works in a flower shop with her grandma or for her grandma but is very closed off. Her grandma nad her barely talk about what happened A man who is an FBI agent I believe? or some kind of law moves into town not far from the house she and her grandma live in I think he has a kid? and he is looking for this rapist because he started up again? I think they look into the things that are happening and there are details found never reveled to the press about the rapist using a red ribbon that she still has scars from or something? something like that and the two clash at first while looking into this guy and trying to find him he doesnt know that he attacked her at first but they end up falling in love Im sorry this is all over theplace I just really want to find this book again!!
