-listened to audiobook about 2017
-sorry cant remember any of the characters names either
-teenage girl from rich family is kidnapped and kept in a cold dark wet room and is tied to a metal bed
-the book switches between the present and past, when the kidnapper was a kid. only child. kills a cat and puts it in a garbage bag, ties to a boulder and sinks it in the lake behind his house
-suspicious neighbors. if i remember right he goes with his father to their house and "gets rid of the couple" packs a suitcase of their clothes as if they went on a sudden trip
-present: switches to a guy who just got out of jail
-young newbie detective works with the cops on the case turns out to be someone working with the kidnapper
-detectives find clues on an old guy who was hit by a bus, man was wearing a suit and 50s hat. they find a dry cleaning ticket in the coat pocket and go to the place to figure his name. also do something with his shoes

even if it wasnt by him i still cant remember what the book was or who it couldve been by

i'm thinking it was Blaze because in the summary "blaze" has a friend "george" and they plot to kidnap a baby from a rich family but that doesnt sound familiar. havent read that book yet so i wouldnt know if its the one i'm looking for.
has anyone read Blaze by stephen king?

Yes; I read it. It was a while ago so while I don't remember the other detail, I can't be sure whether they weren't there or whether I just forgot them.

But I am 100% certain that Blaze kidnaps a baby, not a teenager. It was definitely described in the plot that the kidnap victim had to be a baby, so it couldn't identify Blaze as the kidnapper, and therefore could be returned to the parents when the ransom was paid. Older kidnap victims would have to be killed to prevent identifying the perpetrators.

Also it can't have been Blaze if the detectives met Blaze's partner in crime because while Blaze planned the kidnaping with George, (view spoiler)[George died before it happens. Blaze's conversations with George are only his imagination (hide spoiler)].
