ABANDONED. A novel about a teen that thinks a missing little girl is his dead sister

I remember reading this book or novel in 5th grade (1996). I remember its about a teenage boy that finds a missing little girl that looks like his little sister. He takes her to a diner. She orders fruit loops but the diner didnt serve cereal so she was sad. She ends up wanting to go home so he takes her home (kidnaps her pretty much) only to realize later on that he accidentally ran over his little sister while trying to back out of his driveway years earlier when he was still too young to drive. He has mental issues and is living in denial, thinking his sister is still alive.

Thanks for any suggestions in helping me find this book. It has been bothering me for years.
