ABANDONED. Fantasy book read in early 00's about a bard and dragons

This book or omnibus (not sure, I remember the copy I had to be quite large) was about a boy from a poor upbringing (perhaps a fishermans son?) who is sent to a college for bards. It's not anything my mercedes lackey. So, continuing, he meets a student from the mages college nearby and falls in love with her over the years, eventually she is sent away when they both graduate and he goes off to assume his duties. I vaguely remember him becoming some sort of dragon rider at the end? Any help would be appreciated guys, and also if this really sounds like a book you know some of the details may be my confusion with other books I've read over the years.

You aren't thinking of Anne McCaffrey's Pern series? In particular, Menolly's story in the Harper Hall sub-series starting with Dragonsong.
