I figure Perez let them in the cell to beat Jack. Of course, when you let a bunch like that in the cell, you don't know exactly how it will turn out. My question is who does Perez answer to? If he let these guys into the cell, he is also responsible for anything they do (beating or murder). I guess the local District Attorney would have to bring chargers, but maybe he's on the payroll too.
Jack believed they planned to kill him. Perez orchestrated this and these guys came with knives and I trust Jack’s instincts. I believe he should have been charged.
I too wondered how deep the corruption was in that town, that Perez knowingly let druggies in the cell with knives. There was no way those guys were in there without his knowledge.
If they weren't going to kill him, they were going to damage him permanently. either way they were going to do serious damage. Perez was the law in a small town. Basically, a god who had been doing what he wanted for a long time. Jack was a challenge to his authority and unethical dealings.
I do believe they had every intention of killing Jack. Everyone seems afraid to stand up to Art, which I completely understand. He'd put you in jail for blinking wrong at him.
