I first read this book in the 1970's and it changed my writing life - for the better. I am going back to it now in conjunction with reading Dialogue by Robert McKee, who studied under Rowe at the University of Michigan. Although it is focused on playwriting, I am finding that it has much to offer by way of structuring a novel.
