Teaching Elane by Maggie Casper sounds like that.
im not sure if its a harlequin or mills and boon since it was an old book. i checked teaching elena and its not it. there was also a roller blading "scene" i just remembered

ive been trying to remember the name of a book i read a long time ago maybe 8-10 years ago its what actually got me hooked on romance novels, im a little sketchy on the details but i remember it was about this girl who owned a lingerie shop called leather and lace i think, she lived in a duplex which the hero inherits and tries to force her out of but they end up falling in love. sound familiar to anyone? such a great book,
