ABANDONED. YA Dystopia set in New York?

It’s YA. Set in a dystopian post-war future New York that is run by a very strict female dictator. Twin girls who are very different from each other live with their mom, and switch POV. Dad died during the war, according to the dictator lady who happens to be dad’s sister and also MOM’S EX LOVER. Queen of New York/Aunt/Ex GF insists that everyone has to participate in Roman-style entertainment combat, but protects the twins from fighting because she loves them secretly. There’s a boy that one of the twins likes. He came over on a boat from Ireland or something to explore New York, and the dictator killed the people he was traveling with because she doesn’t want anyone to know that outsiders exist. Spoiler alert, the rest of the world is fine and they think New York was just destroyed in the war. The girls find out dad isn’t dead, just in some kind of cult that tries to drug them into marrying randos. They escape. The end.
