SOLVED. Novel about small town where mysterious creature washes ashore. [s]

I read the description on the back of this book in a bookstore (Sherman's in Bar Harbor, ME) in what I believe was summer 2005 and have been looking for it ever since. As well as I can remember, the plot was described as taking place in a small town where some kind of unidentified sea creature had washed ashore and been found by a local boy. I believe the boy may possibly have also had developmental delays or a mental illness, or something that made him an outsider in this town. I specifically remember that the townspeople felt that this washed ashore mystery sea creature was a sign, but of what they could not determine or come to a consensus on. )It's possible that the creature was some kind of starfish, as I recall there being a starfish somewhere on the cover, though that part I'm a bit fuzzy on!) Any and all suggestions would be greatly appreciated!
