ABANDONED. 80s type scifi action book where the main character has something to do with wolf.

i only remember one specific scene. he wore a bandana on his head and had blonde hair. he and an accomplice were trying to escape a compound where they were taken hostage or arrested in some kind dystopian future. they were crawling across what seemed like a prison yard towards an outer wall with either armed guards or robots. either the name of the book or the main characters name was something with "wolf" in it if i remember correctly. i read this book around 2006-10. so it's been a while, but it definitely had and 80s sci fi feeling.
