Read it in late 90's
It was most likely series of books.
Protagonist was a cowboy (not exactly wild west but horse + guns) traveling around Earth destroyed by nuclear war. There was magic involved, something about time travel and fall of the Atlantis.


One specific detail I remember from the story - and I hope I don't spoil much - was an ICMB suspended by magic obove the time portal.
