Alex gives Georgia and Miguel some type of signal that they can run away and he wouldn’t follow them. They take advantage of the moment and flee to Cuba. Why would Alex do this?

I think he really felt that Georgia and Miguel would be happy being together and that they both were done with their previous lives.

Somehow Alex figured out that Miguel was really a good person. I think the way Miguel handled Perez's capture confirmed that and Alex is really a softie at heart.

Alex wants them to have a chance at happiness like he and Briar. He’s a good guy.

I think Alex saw the same things in Miguel that we did and thought he’d earned redemption. What he did to help bring down Perez was huge. And, I think it was realistic as sometimes law enforcement chooses to look the other way. Alex did the right thing.
