SOLVED. A world where the dead are held until forgotten [s]

A man wakes up in a strange city, as the story unfolds , the city expands and contracts as more people arrive and leave ( spoiler alert !!! ) it appears that this is a holding city until the living back on earth forgets the person who had died......very great full for any help....kev

The holding city, gets bigger as terrible disasters happen, roads get longer, buildings biggers etc to accommodate more people arriving, then it slowly shrinks with time, maybe written by an American ( unsure ) as I seem to remember words like apartment, sidewalks,etc
