Sounds like The Witches of Eileanan series by Kate Forsythe. The redheaded twins are Isabeau and Iseult, and the bird-prince is Lachlan. The first book is The Witches of Eileanan but the cover you're thinking of might be this edition of the sixth book, The Skull of the World:

Details are real foggy sorry. All I can remember is that I think the main characters are red haired twins that were seperated at birth. It is part of a series and the book cover featured a handdrawn girl standing infront of a icy tundra. One of the side characters in a young prince who was cursed to be half bird and needed to go to a magic pool to heal him.
